Data, Privacy and Security
Strong data governance ensures that SB-CaRT data is managed responsibly, securely, and in line with legal and ethical standards.
Aboriginal data sovereignty
The NSW Sexual Behaviours Context and Response Tool (SB-CaRT) for Children and Young People is designed to support professionals working with children and young people from all cultures and backgrounds. It does not focus on any particular cultural group or community, recognising that problematic and harmful sexual behaviour (PHSB) can affect children and young people across all communities.
NSW Health acknowledges the rights of Aboriginal and Torres Strait Islander stakeholders in relation to the collection, ownership, application, dissemination, and destruction of data concerning their communities.
SB-CaRT is grounded in the principles of:
- Self-Determination
- Shared Decision-Making
- System Accountability
These principles ensure that SB-CaRT upholds culturally respectful and ethically sound data practices and supports inclusive engagement across diverse communities.
Data storage and security
The SB-CaRT data is securely held in ORIMA Research's online portal, located in Australia on IRAP and ISO 27001 certified Microsoft Azure datacentres. All data is encrypted using AES-256 encryption.
Independent penetration testing and NSW eHealth assessment has been undertaken to ensure that data is thoroughly protected, and the SB-CaRT complies with strict NSW eHealth privacy and security requirements.
Data insights
At a state-wide level, the SB-CaRT data helps us to understand trends and patterns across organisations and geography. These insights can inform service system improvements and policy directions. The SB-CaRT also provides data back to participating organisations which can be used to guide service responses, tailored to local needs.
The SB-CaRT data is accessed via two data dashboards that provide visual representation of key metrics and information to help build understanding of prevalence of PHSB in NSW, identify trends and patterns and support informed service delivery and Tool improvements. The data will also help us to target and tailor workforce capacity building initiatives.
- A central dashboard is accessible to selected users at "administrator" level within the Ministry of Health and ORIMA Research. The report includes aggregate usage statistics across all organisations and aggregate results related to demographics, behaviour levels and Tool outcomes.
- An organisation-level dashboard is accessible to users at "coordinator" and "administrator" level within each organisation with access to the tool and ORIMA Research. The report will contain data for their organisation only, showing a list of users and aggregate data on tool usage, child demographics, behaviour levels and Tool outcomes.
Data entered into the tool's feedback forms or conveyed in emails to the SB-CaRT mailbox will not be released and will only be accessible to staff at ORIMA Research and in the Ministry of Health for the purpose of support user access and improving the Tool.
Privacy
A Privacy Impact Assessment (PIA) was conducted by the Crown Solicitor's Office on behalf of the Ministry of Health in 2025 and at the conclusion of the build in 2026. These independent assessments informed and checked the system requirements, guidance, and privacy controls built into the SB-CaRT.
Before using the SB-CaRT, all organisations sign up to a legally binding Agreement which outlines their roles and responsibilities in relation to privacy and security. Individual users also agree to a User Agreement to access SB-CaRT which details the terms of use and personal responsibilities.
Click to read the SB-CaRT Privacy Statement, which is also available in the footer of the SB-CaRT and accessible by users at any point.
Access the SB-CaRT
The NSW Sexual Behaviours Context and Response Tool for Children and Young People has feasibility testing planned for the second half of 2026. This is to evaluate the tool and make improvements before it is implemented more broadly. Access to the tool is only available for people who are part of the feasibility testing at this time.
